Are independent contractors required to be reported as new hires?


No. In North Carolina, independent contractors are generally not considered new hires for reporting purposes. Only individuals classified as employees under state and federal employment laws need to be reported.

However, if an independent contractor is later reclassified as an employee, they must then be reported as a new hire within the required 20-day period.
