When to file Schedule R for Form 940?

You must complete and file a Schedule R for Form 940 each tax year you file an aggregate Form 940, Employer's Annual Federal Unemployment (FUTA) Tax Return electronically or by paper.

However, it is important to note that agents filing for 1,000 or more clients must file a paper return unless they are e-filing through an approved transmitter that uses the IRS's Modernized e-File system.
