[Error code:1095C-020-01] How do I resolve it?

Rejection Message:

If any data element in Form 1095C, 'MonthlyOfferCoverage' (Jan through Dec) has a value of "1B", or "1C", or "1D" or "1E", then the corresponding data element in 'MonthlyShareOfLowestCostMonthlyPrem' (January through December) or 'AnnualShareLowestCostMonthlyPrem' must have a value greater than or equal to zero

What does it mean:

If you’ve entered an ACA code "1B", or "1C", or "1D", or "1E", or "1J", or "1K" in Line 14 of 'MonthlyOfferOfCoverage' (Jan through Dec) then line 15 must be filled out with the employee's share of the lowest-cost self-only coverage for the months the employee was eligible for coverage. It should not be left blank.
