As an ERO, you need the authorization of the taxpayers to electronically file and sign 94x forms on their behalf. This is done using Form 8879-EMP. The ERO self-selected PIN that you enter is used to pre-fill the last 5 digits of the 11 digit PIN in Part III of Form 8879-EMP.

Yes, the ERO's self-selected PIN may be changed anytime. To do that, go to Settings >> My Account >> Tax Professionals.
