When declaring the income and withholdings for a state, the following states require the employer's State ID number as mandatory to file 1099s.

Alabama (AL)
Connecticut (CT)
Delaware (DE)
Iowa (IA)
Kentucky (KY)
North Carolina (NC)
Oregon (OR)
Pennsylvania (PA)
Utah (UT)
Vermont (VT)
West Virginia (WV)
Wisconsin (WI)

W-2 : 

To e-file W-2s, the State ID number  is mandatory for all states even if state withholding is not entered.
